If I was Zhang Youxia, the highest ranking general in Xi Jinping's administration, I would approach President Xi with this presentation.

Phase 1: Population Growth

For faithful Communists, like you and me, we scrap any remnants of the old one-child policy. If you are in the Chinese Armed Services, there is no cap on the number of children you can have. You want 10 kids? Your service allows for 10 kids.

Yellow Stars: 3 Settlement Areas

What we do is create settlement areas for our loyal soldiers. Our goal will be 1,000,000 soldiers (and their families) living in hundreds of thousands of mobile homes in 3 locations around Qiqihar. If we use strategic areas around the Heilongjiang Province, we dictate the narrative. We give both our soldiers and Russian Spies the illusion that we are looking toward a massive mobilization across Inner Mongolia and Xinjiang. We "leak" plans of a more Beijing-centric version of China. Because the mobile homes will have to go off road, they need to be small and equipped for rough terrain.

Russia is too preoccupied trying to be European to ever develop their Eastern Tier. Our scientists estimate that the Russian East contains TRILLIONS of dollars of precious metal resources that the Russians have no idea that they are sitting on east of the Luna River. With the exception of India, no country can match our manpower. Starting tomorrow, we actively promote births for loyal communist soldiers.

Phase 2: Reclaiming Chinese Territory

Vladimir Putin is 72 years old, and is not in great health. We set a goal of 2036 to roll out Phase 2. According to our spies, Putin has a succession plan for loyalists that are even OLDER than he is. He doesn't want a young, two-faced politician that could possibly prosecute him, his estate, or his family, for the way in which he has garnered his $200 billion dollar fortune. There is no forthcoming Russian Revolution, just a line of oligarchs ready to exploit Russia the way Putin did.

Once the 2036 - 2038 window opens, we swiftly move to be active combatants. The element of surprise will be essential and we need cold, dry weather for Operation Red Scorpion. We will dictate the terms, not the arrogant Russians.

WAVE I:

When the Amur River is frozen (and it's frozen half the year), and Post-Putin Russia is in disarray, the initial wave of ground soldiers will wash across dozens of small towns in Russia. There will be no defenses. None of the Russian villages can survive an onslaught of pure numbers. You don't say anything until 500,000 troops are well within Russia's borders.

First 24 Hours

WAVE II:

You begin to helicopter and air lift forces from the Russian Border to the City of Yakutsk and every single spot in between. There is only one road between Yakutsk and the Russian Border. It will become the new international border. The West of the road continues to be Russia, East of the road will be "returned" to China.

Secure One Single Road

You, President Xi, will take to the airwaves and calm the planet. You are not invading Russia, you are reclaiming lands ceded at the end of the Ming Dynasty. Chinese Lands. Within a week, you will have effectively severed Russia from its underdeveloped East by occupying a single 1,000 kilometer road.

Wave III:

How do I know this can be done in a week? Because as soon as you walk away from the microphone during the second wave, you put out the official statement that China recognizes the former Russian Republics of Buryatia, Tuva, Khakassia, Altai, and Chechnya as independent states. You refer to their leaders as Presidents of their respective republics.

You have just plunged Russia into Civil War.

Wave IV:

Worst case scenario: We kill 140 million Russians, they cease to exist. They kill 140 million Chinese, we retain 90% of our population. We have learned from the Russia/Ukraine War that most Russians don't want to fight, Putin forced those with few options in Russian Society to the front lines in Donbas. Few Russian soldiers want to be bogged down on an Eastern Russian front in the wilderness when their own Oblast or Republic may call on them to return home. Those in Moscow have no loyalty to the Far-East. Our spies says that Russia could conceivably crumble like the old Yugoslavia if even 2 Russian Republics buy-in and actually use the occasion to declare independence. Russia loves a war of attrition when they outnumber their foes 10-1, they will not like a war of attrition when they are outnumbered 10-1, and their military headquarters are 8,000 kilometers away.

"New" China Borders

Because most of the country will be in revolution, we will only need a token presence of drones and a nominal number of soldiers along the Lena River to control the new section of China, all the way up to the Arctic Circle. There is no infrastructure for the Russians to counter-attack from east of the Lena River, north of Yakutsk. They had a century to build even a rudimentary infrastructure, but didn't.

Again, and I cannot say this enough, we are not invading Russia, we are re-claiming Chinese Lands. We use the same exact language the Russians used in regard to Crimea and Luhansk Oblast. Except instead of a sliver of land, we are talking about annexing millions of square kilometers of land.

And, voila, as soon as Russian Troops mobilize in the East, Ukraine will declare war against Russia and attempt to reclaim Crimea. Russia cannot fight itself, Ukraine, and China, all at the same time. They will disintegrate.

If we are meticulous and prepare for a victory in a decade, we shall achieve our goals. Russia thinks that they are our friend as they fixate with Eastern Europe. There will be a power vacuum in Russia when Putin is finally done. We can very easily exploit that.

Phase 3: Settlements

Russians from the East won't defend their land. They resent their sons being sacrificed in the Ukrainian meatgrinder. We will reward faithful Communists and Russians who renounce Moscow with land grants in the new Chinese Lands.

We could double our population in a hundred years, be the largest country, by both population and land mass, and dictate the conversation in all international affairs. The Chinese North will be like the American West in the 1800's. The end-game is Earth being a Chinese Planet.

Donald Trump, Vladimir Putin, and Narendra Modi are all self-aggrandizing leaders with no vision for their countries beyond enriching their own coffers.

If we successfully liberate our historic lands, scholars will catalogue Xi in the same breath as all of the greatest conquerors, from Alexander the Great, to Genghis Khan, to Napoleon. And we will be the ones writing the history.

I don't think that Russia will pull the trigger on nukes or else they would have done so already, that is why you strike during domestic strife, when no one is sure about who is in charge. We won't march on Moscow, we won't even march on Omsk, we will only move through sparsely populated areas. We will expect some bombs, but in 10 years, our lasers will be able to shoot the bombs from the sky.
